What are the cheapest wine regions around the world from which to buy good quality wines?

For wine consumers in the USA in 2010, what are the cheapest wine regions around the world from which to buy good quality wines? I'm sure that economies and exchange rates make certain regions a great deal right now, but do not know which ones are the bargains.|||For me, one of the best values for good-quality wines today is Chile. You can get a really impressive array of wines for $10 - $15, including finer grape varieties that would be double that amount if they were from another country, such as Cabernet Sauvignon. They also make excellent Sauvignon Blanc and are well known for their Carmenere which is a red wine grape that was once grown in Bordeaux but was pretty much wiped out by a root louse called phyloxera before the 20th century and now is almost exclusively grown in Chile.

My four favorite wines from Chile right now:

2008 Misiones de Rengo Sauvignon Blanc, Valle Central ($10)

2008 Veramonte Sauvignon Blanc Reserva, Casablanca Valley ($11)

2008 Terra Andina Carmen猫re, Valle Central ($10)

2007 Cousino Macul Cabernet Sauvignon Antiguas Reservas, Maipo Valley ($15)
